UAE to Italy Car Import: Collaudo, IVA, Ecotassa, and Total Landed Cost

Italy has the highest EU VAT rate at 22% and adds ecotassa (a CO₂ surcharge) plus superbollo (annual power tax on cars over 185 kW). These make Italian imports economically viable primarily for buyers registering in Italy for personal use. This guide walks the process.

Italian import taxes

Four applicable taxes:

  • Import duty: 10% of customs value
  • Italian IVA: 22% of customs value plus duty (highest standard EU rate)
  • Ecotassa: CO₂ surcharge on first registration, 0 to 2,500 EUR
  • Superbollo: annual road tax surcharge for cars over 185 kW (~250 hp)

Ecotassa 2026 brackets

Ecotassa is a one-off registration surcharge based on CO₂ emissions:

  • 0 to 160g CO₂/km: 0 EUR
  • 161 to 175g: 1,100 EUR
  • 176 to 200g: 1,600 EUR
  • 201g+: 2,500 EUR

Comparatively mild versus French malus but adds friction on high-emission imports.

Superbollo annual tax

Cars exceeding 185 kW (approximately 250 hp) pay superbollo annually on top of standard road tax:

  • Rate: 20 EUR per kW above the 185 kW threshold
  • Discount: 40% reduction after 5 years, 70% after 10 years, 85% after 15 years, 100% (no superbollo) after 20 years

A 480 kW (~650 hp) supercar pays 5,900 EUR per year superbollo in its first 5 years, dropping over time. Owners of Ferrari, Lamborghini, McLaren, and modern AMG cars in Italy plan for this expense.

Collaudo singolo homologation

Non-CoC cars go through collaudo singolo at the Motorizzazione Civile provincial office:

  • Cost: 700 to 1,500 EUR
  • Time: 1 to 3 months
  • Failure rate: 15 to 25% first attempt

Cars with valid EU CoC skip collaudo and register administratively.

Registration process

  1. Genoa or La Spezia port arrival and customs clearance
  2. Payment of IVA and duty
  3. Collaudo singolo (if needed)
  4. Ecotassa payment via F24 form
  5. PRA (Pubblico Registro Automobilistico) registration
  6. Motorizzazione Civile issues carta di circolazione and Italian targa

Real landed cost example: the Italian win scenario

Italian imports work brilliantly on Bespoke-heavy luxury pre-owned and PHEV supercars where ecotassa is zero and Italian dealers charge a premium.

Example: 2023 Ferrari SF90 Stradale sourced in Dubai for 275,000 EUR (PHEV, 154g CO₂/km, 736 kW).

  • Purchase price: 275,000 EUR
  • Sourcing fee: 7,000 EUR
  • Inspection: 750 EUR
  • Container shipping via Sohar to Genoa (enclosed): 5,100 EUR
  • Marine insurance: 1,100 EUR
  • Import duty (10%): 28,895 EUR
  • Italian IVA (22%): 69,928 EUR
  • Ecotassa (PHEV under 160g bracket): 0 EUR
  • Collaudo + PRA + registration: 900 EUR
  • Total landed cost: approximately 388,673 EUR

Same SF90 at an Italian Ferrari dealer used market: 410,000 to 440,000 EUR. Saving: 21,000 to 51,000 EUR. Note superbollo (~10,000 EUR/year for first 5 years) is separate.

Where Italian imports win

  • Ferrari and Lamborghini PHEV models (SF90, Revuelto): zero ecotassa, UAE pre-owned pricing advantage often 15 to 20% below Italian used-market.
  • Rolls-Royce and Bentley pre-owned: UAE Bespoke content unavailable in Italian used inventory.
  • Classic Italian cars imported back (250, Countach, Testarossa, 288 GTO): UAE collector market rotates these; historic vehicle status reduces total tax burden.
  • Modern collector Alfa Romeo and Maserati: UAE market has surprising depth on late-model Giulia GTA, MC20, Ghibli Trofeo.

Where we advise against Italian import: high-power ICE cars where superbollo (annual power tax) accumulates into a meaningful ownership cost. We flag this before purchase.

Common Italian import mistakes

  1. Not planning for superbollo on the annual cost of ownership
  2. Underestimating collaudo processing time (1 to 3 months)
  3. Missing regional stamp duty (imposta di trascrizione, IPT) varying by province

FAQ

Superbollo is an Italian annual road tax surcharge on cars exceeding 185 kW power output. Rate is 20 EUR per kW above threshold, discounted by age (40% after 5 years, 70% after 10 years, zero after 20 years). A 400 kW car pays 4,300 EUR per year in years 1 to 5.
22% of customs value plus duty — the highest standard VAT rate in the major EU markets. Compared to Germany 19%, Netherlands 21%, France 20%, Spain 21%. This makes Italy less attractive for high-value imports.
1 to 3 months typically at the Motorizzazione Civile provincial office. Cars with EU CoC skip collaudo and register administratively within 5 to 10 working days.
