UAE to Finland Car Import: Autovero (Car Tax), ALV VAT, and Trafi Registration Guide

Finland applies autovero (car tax), one of Europe's more progressive CO₂-banded first-registration taxes, and 25.5% ALV VAT (Europe's third-highest standard rate). This guide covers Finnish imports.

Finnish import taxes

  • Import duty: 10% of customs value
  • Finnish ALV (VAT): 25.5% of customs value plus duty (recently increased from 24%)
  • Autovero (car tax): CO₂-banded, up to approximately 50% of retail value
  • Ajoneuvovero: annual vehicle tax

Autovero 2026 formula

Autovero is calculated on retail value (essentially customs value adjusted to Finnish market pricing) with CO₂-banded rates:

  • 0g CO₂/km (BEV): 2.7%
  • 50g CO₂/km: 8.9%
  • 100g CO₂/km: 15.6%
  • 150g CO₂/km: 22.5%
  • 200g CO₂/km: 32.5%
  • 250g CO₂/km: 42.5%
  • 300g+ CO₂/km: approximately 50%

Autovero is calculated on retail value. For imports, Finnish tax authority (Verohallinto) uses market data to determine retail value, often higher than actual UAE purchase price.

Registration process

  1. Helsinki, Turku, or Kotka port arrival and customs clearance
  2. Autovero declaration (autoveroilmoitus) to Verohallinto
  3. Payment of duty, ALV, and autovero
  4. Trafi (Traficom, Finnish Transport and Communications Agency) technical inspection
  5. Registration and Finnish plates issued

Trafi technical inspection

Cars with EU CoC pass Trafi administratively. Non-CoC cars require rekisteröintikatsastus (registration inspection):

  • Cost: 300 to 800 EUR
  • Time: 2 to 5 weeks
  • Failure rate: 15 to 20% first attempt

Common preparation for UAE-market cars: rear fog light, side reflectors, day-running lights configuration.

Real landed cost example

Example: 2024 Polestar 3 Long Range sourced in Dubai for 62,000 EUR (BEV, 0g CO₂).

  • Purchase price: 62,000 EUR
  • Sourcing fee: 3,000 EUR
  • Inspection: 550 EUR
  • Container shipping via Sohar to Helsinki: 4,900 EUR
  • Marine insurance: 250 EUR
  • Import duty (10%): 7,070 EUR
  • Finnish ALV (25.5%): 19,835 EUR
  • Autovero (BEV, 2.7% of retail): approximately 2,100 EUR
  • Trafi registration: 200 EUR
  • Total landed: approximately 99,905 EUR

Same car at Finnish Polestar space: 108,000 EUR. Saving: 8,000 EUR on BEVs.

Where Finland works for imports

  • BEVs (2.7% autovero makes imports competitive despite 25.5% ALV)
  • Efficient PHEVs under 50g CO₂/km
  • Historic vehicles (30+ years) with reduced autovero

Cold-weather considerations

Finnish winters are demanding. UAE-sourced cars should be prepared:

  • Battery: verify cold-weather rating; upgrade to arctic-spec battery recommended
  • Coolant: replace with -40°C coolant
  • Tyres: mandatory studded or M+S winter tyres December to March
  • Undercoating: consider Finnish-market rust protection given road salt exposure

Common Finnish import mistakes

  1. Not planning for cold-weather preparation cost (500 to 1,200 EUR typically)
  2. Underestimating autoveroilmoitus filing complexity
  3. Assuming ALV would drop back to 24% (it will not; 25.5% is confirmed for 2026)

FAQ

Autovero is Finland's first-registration car tax, CO₂-banded from 2.7% (BEVs) to approximately 50% (300g+ CO₂/km). Calculated on retail value estimated by Verohallinto for imports. Combined with 25.5% ALV, Finnish imports work best for BEVs.
Yes. Finland increased ALV from 24% to 25.5% in September 2024, effective for 2025 and 2026. This is the third-highest standard VAT rate in the EU after Hungary (27%) and Denmark (25%).
Most modern BEVs (BYD, Zeekr, Tesla, Polestar) handle Finnish winters if properly prepared. Battery pre-conditioning and cold-weather charging behaviour vary by manufacturer. Winter tyres are mandatory. Range drops approximately 25 to 40% in extreme cold.
