What Is a UAE Mulkiya, and Why It Matters for Your Export Timeline

The Mulkiya is the UAE vehicle registration card. Every registered vehicle in the UAE has a Mulkiya, and any car exported from the UAE requires proper Mulkiya handling before shipping. If you are importing a car from the UAE to Europe, understanding the Mulkiya is essential.

What the Mulkiya contains

The Mulkiya is issued by the UAE Roads and Transport Authority (RTA in Dubai; equivalent authorities in Abu Dhabi, Sharjah, and other emirates). It is a plastic card, similar in size to a credit card, containing:

  • Registered owner's name (as printed in Emirates ID)
  • Vehicle make, model, year
  • Chassis number (VIN)
  • Engine number
  • Registration date and expiry
  • Emirate of registration
  • Plate category and number
  • Vehicle color and body type
  • Fuel type and engine capacity
  • Insurance policy reference

Mulkiya colors and what they mean

UAE plates come in several colors indicating vehicle class. The Mulkiya reflects the same category:

  • White plates: private passenger vehicles (most exports)
  • Red plates: commercial trucks and heavy vehicles
  • Yellow plates: commercial passenger (taxis)
  • Green plates: agricultural and utility
  • Blue plates: government vehicles

For European export, only white-plate passenger vehicles are relevant.

Transfer of ownership

Before a car can be exported from the UAE, ownership must be transferred to a legal entity authorized to export. Options:

  1. Transfer to the buyer directly (requires buyer UAE presence or power of attorney)
  2. Transfer to a UAE-based export broker (the standard path for foreign buyers)
  3. Direct export sale from dealer to buyer under commercial export procedures (for new car exports)

Transfer requires: current Mulkiya, seller Emirates ID (or trade license for commercial sellers), buyer Emirates ID or POA, RTA transfer fees (200 to 400 AED), and cleared traffic fines against the current registration.

The 30-day export window

Once a vehicle is deregistered from UAE roads (specifically for export), the owner has a limited window to export before the deregistration expires. In practice:

  • Deregistration is completed 5 to 10 days before the car needs to be at the port
  • The export certificate remains valid for 30 to 60 days from issuance
  • Traffic on hold cars (accident, fines, mortgages) cannot be deregistered until cleared

Documents that follow the Mulkiya during export

UAE export requires four key documents:

  1. Mulkiya (original): transferred to exporter, surrendered at export
  2. Export certificate: issued by RTA after deregistration
  3. Bill of lading: issued by the shipping line
  4. Commercial invoice: declared value for customs

Additional documents for specific circumstances: police report (for accident history), no-objection letter (for cars under finance), original purchase invoice (for tax refund on export VAT).

Traffic fines and holds

A common export delay: unpaid traffic fines or driving-related holds against the seller. The Mulkiya cannot be transferred, and the car cannot be exported, until all fines and holds are cleared.

UAE fines can be substantial. Common issues encountered on export cars:

  • Speeding fines: 400 to 1,500 AED per incident
  • Parking fines: 200 to 500 AED per incident
  • Red-light fines: 800 to 1,000 AED plus black points
  • Insurance-related holds if lapsed coverage

Mortgages and finance

Cars under UAE bank finance cannot be exported until the loan is settled and the bank issues a mortgage-release letter. This typically takes 5 to 10 working days after loan payoff.

The Salik and Nol tag question

Cars in Dubai are typically equipped with a Salik tag (toll payment device) and possibly a Nol/RTA transponder. These should be removed before export as they are UAE-specific and add nothing to the exported car. Salik tag values are refundable to the original owner.
