UAE to Poland Car Import: Akcyza, VAT, and Why Poland Became the EU Gateway

Poland has become an unofficial EU import gateway. The country's excise tax (akcyza) is lower on many older cars than Germany's or the Netherlands' registration equivalents, and Polish plates on a fully imported car can be transferred to almost any EU country with minimal friction.

Why Poland attracts imports

Three structural advantages:

  1. Akcyza is engine-displacement and age based — dramatically favouring older large-engine cars vs CO₂-based systems used elsewhere
  2. Polish VAT at 23% is standard, but the base is often lower because Polish customs are pragmatic about used-car market value
  3. Polish plates are recognised across the EU with minimal re-registration overhead

Akcyza: the Polish excise tax

Akcyza applies to passenger vehicles at first Polish registration. The rate is:

  • Cars with engine capacity up to 2,000cc: 3.1% of customs value
  • Cars with engine capacity above 2,000cc: 18.6% of customs value

Older cars (typically 10+ years) attract additional depreciation-adjusted brackets. Fully electric vehicles: 0% akcyza.

Filing the AKC-U form

Within 14 days of intra-Community acquisition or import, you must file form AKC-U with the customs office. The form declares the vehicle, its engine size, the value, and calculates akcyza. Late filing attracts penalties.

VAT and duty

  • Import duty: 10% of customs value
  • Polish VAT: 23% of customs value plus duty

Real landed cost example

Example: 2020 Porsche 911 Turbo S (3.7L) sourced in Dubai for 145,000 EUR.

  • Purchase price: 145,000 EUR
  • Sourcing fee: 4,500 EUR
  • Inspection: 550 EUR
  • Container shipping via Sohar to Gdynia: 4,300 EUR
  • Marine insurance: 580 EUR
  • Import duty (10%): 15,443 EUR
  • Polish VAT (23%): 39,076 EUR
  • Akcyza (engine over 2,000cc): 31,613 EUR
  • Registration and plates: 280 EUR
  • Total landed cost: approximately 241,342 EUR

Same car at a German dealer: about 232,000 EUR. Poland is not cheaper in this case — but for older large-engine cars (10+ years), the total math often flips in Poland's favour.

Where Poland genuinely wins

Poland dominates on:

  • Cars 8 to 15 years old with large engines (aged depreciation on akcyza)
  • Fully electric vehicles (0% akcyza)
  • Cars intended for eventual re-registration in higher-tax EU countries

The Polish first-register strategy

A common play: register the car in Poland, drive it 6 to 12 months, then transfer to Germany, France, or the Netherlands. This works because intra-EU car transfers do not attract import duty or original destination registration tax — only the destination's re-registration fees.

Legality: this is entirely legal for personal use. Some countries treat suspiciously short Polish registration windows as tax avoidance, so plan for a genuine 6+ month holding period.

Common Polish import mistakes

  1. Missing the 14-day AKC-U deadline (attracts penalties)
  2. Underdeclaring value to reduce VAT — Polish customs data-share with EU counterparts
  3. Assuming akcyza depreciates automatically — you must file the correct age bracket

How we handle Polish imports

Poland requires local presence to register the car and file the akcyza dossier. We have Polish partners handling this end-to-end for foreign clients. Start your brief and we quote total landed cost including akcyza and post-Polish re-registration if that is your plan.

FAQ

Akcyza is the Polish registration excise tax. It is 3.1% of customs value for cars with engines up to 2,000cc, and 18.6% for cars above 2,000cc. Depreciation reduces the effective rate on older cars. Fully electric vehicles pay 0% akcyza.
Yes. Intra-EU vehicle transfers do not attract new import duty. You will pay the destination country registration fees but avoid full re-import processing. Plan for a genuine 6+ month Polish holding period to avoid abuse-of-rules challenges.
Typically 8 to 11 weeks: 4 to 6 weeks shipping (Sohar routing), 2 weeks customs and AKC-U filing, 1 to 3 weeks registration.
